Dr. Varun Kapoor is a distinguished Indian Police Service (IPS) officer known for his exemplary service, visionary leadership, and pioneering role in cybersecurity education and public awareness. He is currently serving as the Additional Director General of Police (ADGP) at the Rustamji Armed Police Training College, Indore. He combines his law enforcement expertise with a deep commitment to building a digitally secure India.

Dr. Kapoor’s background is a unique blend of engineering, policing, and specialized cyber knowledge:

  • Engineering Foundation: He earned his Bachelor of Engineering (Honours) in Mechanical Engineering from NIT Tiruchirappalli (Trichy), Tamil Nadu.
  • Police Service: He joined the Indian Police Service (IPS) in the early 1990s (Madhya Pradesh cadre). He has served in diverse leadership roles, including Superintendent of Police in Dhar, Sehore, and Ratlam; Deputy Inspector General in Chhatarpur, Ratlam, and Ujjain; and Inspector General for training and communication wings.

  • Cyber Expertise: He holds an Honorary Doctorate in Cyber Security by Oriental University, making him one of the first police officers in Asia to receive such an honour. Furthermore, he holds two PhDs and two Doctor of Literature degrees in Cyber Security.

  • Recognitions: He holds a World Book of Records (London) recognition for conducting the highest number of cybersecurity awareness sessions by an individual. He also holds Five World Records overall for his initiatives.

Dr. Kapoor’s work is characterized by nationwide outreach and innovative training programs:

  • Awareness Campaigns: He has conducted over 450 sessions on cyber safety across schools, colleges, government departments, and public institutions, reaching lakhs of citizens across 28 states, even through online webinars during lockdowns.
  • Project Cy-Cops: This initiative is designed to train students, teachers, and professionals, empowering young “cyber ambassadors” to spread awareness at the grassroots level.

  • The Blue Palm: An advanced training program conceptualized and implemented by him for police, paramilitary, and defence personnel. It covers cybercrime detection, digital forensics, and online investigation methods. To date, more than 5,000 officers from over 20 state police forces, six paramilitary units, and the Indian Army have benefited.

  • Cyber Claw: This initiative integrates cyber tools into the fight against wildlife and environmental crimes, working closely with the National Tiger Conservation Authority (NTCA) and forest departments to track illegal activities using digital footprints.
